List launches GET

Two modes. With no paging parameter: up to `limit` launches (legacy, newest cached for 3 s). With any of `tab`, `sort`, `state`, `cat`, `asset`, `creator`, `ids` or `cursor`: a keyset page with `nextCursor`. `status` and the paging parameters do not mix.
